PPC Management Pricing
Quotes for PPC management rarely list the same things, so they cannot be compared as written. This page breaks a quote into its parts and gives you a worksheet to put three side by side.
Short answer
PPC management quotes are built from a setup fee, a monthly fee or share of ad spend, and extras such as creative, landing pages and reporting. Clutch says agency fees are separate from ad spend. In our illustrative comparison, the quote with the lowest headline fee had the highest annual cost, EUR 5,280 against EUR 4,930.
What does a PPC management quote contain?
A quote has up to eleven lines, and a missing line is a question. Use this table to identify what each quote includes and what you would pay for separately.
| Line | What it covers | What to ask |
|---|---|---|
| Setup fee | Research, structure, ads, tracking | Is it one-off, and is it credited if I leave early? |
| Management fee | Monthly optimization and reporting | Flat, percentage or hourly, and what is the minimum? |
| Channels | Google, Meta, Microsoft, others | Does the fee cover one channel or all? |
| Ad spend | What you pay the platform | Paid by me directly, in my account? |
| Creative | Ad text, images, video | Who makes it, and how many versions? |
| Landing pages | New pages or edits | Included, hourly or separate? |
| Tracking | Conversion events, call tracking, CRM link | Who maintains it? |
| Reporting | Monthly summary, calls | Format, and does it reconcile with my lead count? |
| Contract term | Minimum months | How do I leave, and with how much notice? |
| Account ownership | Who holds the ad account | Mine, with the agency invited? |
| Extras | Audits, extra campaigns, seasonal pushes | How are they priced? |
Clutch's digital marketing pricing guide makes the central point: advertising costs for services such as social media or PPC are not included in agency fees and need to be budgeted separately. The Clutch PPC page says the same of agency fees and ad spend.
Which pricing structures will you meet?
The three base structures are a share of ad spend, a flat monthly fee and an hourly rate, as Clutch lists them. We compare them with arithmetic in our guide to what to charge or pay for Google Ads management. Real quotes mix them. A common blend is a flat fee with a minimum, or a percentage fee that cannot fall below a floor. Another is a setup fee plus a monthly fee per channel. The mix matters more than the label, because the label tells you only how the fee grows.
How do minimums and contract terms change the price?
They set the true cost of leaving. A three-month term and a twelve-month term with the same monthly fee are different prices if the campaign does not work. Ask for a review point after the learning period, a notice period you can live with, and the right to take the account and its data with you. Google's help page says that a manager who creates a client account becomes its owner, and one who links an existing account does not by default. Creating the account yourself and inviting the agency keeps that control with you.
Worked comparison of three quotes (illustrative)
This example is invented to show the method. The same brief goes to three suppliers: Google Ads search and Meta lead ads, EUR 1,500 a month of ad spend, 12 months, a monthly report, and two hours of landing page edits each quarter, which is eight hours a year.
| Line | Quote A | Quote B | Quote C |
|---|---|---|---|
| Headline | From EUR 250 a month | EUR 380 a month, all channels | 15% of ad spend |
| Setup | None | EUR 400 | EUR 250 |
| Monthly fee | EUR 250 (Google only) | EUR 380 | EUR 300 (15% is EUR 225, minimum applies) |
| Meta add-on | EUR 150 a month | Included | Included |
| Reporting | Included | Included | EUR 50 a month |
| Page edits, 8 hours | EUR 60 an hour, EUR 480 | Included | EUR 60 an hour, EUR 480 |
| Annual cost | (250 + 150) x 12 + 480 = EUR 5,280 | 400 + 380 x 12 = EUR 4,960 | 250 + 350 x 12 + 480 = EUR 4,930 |
Quote A has the lowest headline and the highest annual cost, because the headline excludes Meta and edits. Quotes B and C land within EUR 30 of each other, although one is a flat fee and the other a percentage with a minimum and paid reporting. The cheapest-looking number is not the cheapest quote, and the only way to see that is to price the same scope. The gap here is EUR 350 a year, small against EUR 18,000 a year of ad spend, which is a reminder that the fee is only one lever. The ad account, the tracking and the landing page matter at least as much.
A worksheet you can copy
Write one row per supplier, and fill each cell with an annual figure for the same scope.
- Supplier and date of quote.
- Setup fee.
- Monthly fee times twelve.
- Extra channel fees times twelve.
- Reporting, tracking and call tracking, annual.
- Landing page and creative work you need, at the quoted rate.
- Minimum term and notice period.
- Who owns the ad account.
- Total annual management cost, as the sum of lines 2 to 6.
- Management cost as a share of ad spend plus management.
If a supplier will not give a figure for a line, mark it "unknown" and ask. Unknowns are the future extras.
What do published benchmarks say about agency prices?
Clutch's PPC pricing guide lists average agency hourly rates by country. They are USD 100 to 149 in the United States, Canada and Australia, USD 50 to 99 in the United Kingdom, Poland and Spain, USD 25 to 49 in Ukraine and Mexico, and under USD 25 in India and the Philippines. Cyprus is not listed. Clutch compiles its figures from reviews by verified clients, and its guide gives no sample size for the rates.
Be careful with its project averages. The same page reports an average PPC project cost of about USD 103,612 and, in its key findings, typical projects of USD 10,000 to 49,999. A few very large projects pull an average far above the typical case, so we do not use the average. Use rates and your own scope instead.

Frequently asked questions
How much should I charge for PPC management?
Start from the hours the account needs and your hourly rate, add a monthly minimum, and state what each month includes. Compare the result with a percentage of ad spend, and use whichever covers your time without padding.
How is PPC management priced?
Clutch lists three models: a percentage of the monthly ad budget, a flat monthly fee and an hourly rate. Many quotes add a setup fee and charge extra for creative, landing pages, additional channels and reporting.
Is a percentage of ad spend a fair fee?
It can be, but it pays too little on small budgets and may pay more than the work needs on large ones. Convert the percentage into hours and a share of total outlay before you accept or reject it.
What is PPC in production management?
In manufacturing, PPC usually means production planning and control, which schedules materials and capacity. It is unrelated to pay-per-click advertising, which is the subject of this page.
