Cyprus VAT Registration: When and How

The EUR 15,600 threshold is the rule everyone quotes, but it is only one of several triggers. A new company selling to EU businesses can need a VAT number from its first invoice.

Short answer

Cyprus VAT registration is compulsory when taxable turnover passed EUR 15,600 in the last 12 months, or is expected to pass it in the next 30 days. Separate triggers apply to EU goods purchases above EUR 10,251.61 and to intra-Community supplies, which have no threshold. You need a tax number first, then you file form T.D. 1101.

Do you have to register?

Check every row below, because any one of them can trigger registration. Most founders test only the first.

Your situation Threshold What it means
Taxable turnover in Cyprus Over EUR 15,600 in the last 12 months, or expected in the next 30 days Registration is compulsory
Buying goods from other EU countries Over EUR 10,251.61 in a calendar year Registration is compulsory
Supplying goods or services to EU businesses (intra-Community supplies) None Registration is required from the first supply
Receiving services from abroad under the reverse charge Over EUR 15,600 in a 12-month period Registration is compulsory
Foreign business with taxable activities in Cyprus None Registration is compulsory, with a possible exemption if all supplies are zero rated
Below all of the above Not applicable Voluntary registration is allowed

The third row catches most digital and consulting businesses. If your new Cyprus company invoices a business customer in Germany from day one, the EUR 15,600 test is irrelevant to you.

How does the turnover test work in practice?

It looks in two directions at once. The first looks back over the last 12 months, and the second looks forward over the next 30 days. Here are two illustrative cases.

Steady growth. A consultant bills EUR 1,400 a month to customers in Cyprus. After 11 months the running total is EUR 15,400, which is under the limit. Month 12 takes it to EUR 16,800, and registration is needed.

One large contract. A new company signs a single EUR 16,000 contract, to be invoiced within the next 30 days. It has no turnover history, yet the forward-looking test is met immediately.

The second case surprises people. Check the forward test whenever you sign something large, and do not wait for the invoice.

The registration steps

A tax number comes first, and the VAT application follows. The official guidance from Business in Cyprus sets out this order.

  1. Get a tax identification number. Companies register for income tax online only, through the TFA taxpayer portal, after creating an account. This is covered in our guide to registering a company in Cyprus.
  2. Complete form T.D. 1101. This is the additional application for VAT registration. Fill it in and sign it. If your tax number has not been issued yet, write the reference number of your electronic case on the form.
  3. Attach evidence of activity. The authority asks for proof of taxable activity in Cyprus, such as a contract or an invoice. If you have no customers yet, ask your accountant what evidence will be accepted.
  4. Submit it. Deliver it by hand to your local District Tax Office, or by hand or post to PSC Cyprus.
  5. Activate your filing. Once registered, you file returns online. If you make intra-Community supplies, also submit form TFA 01 to activate the monthly recapitulative statement.

Portals and forms in this area have been changing. Before you submit, confirm the current route with your accountant or the Tax Department.

What will you file once you are registered?

Quarterly VAT returns and, if you sell to EU businesses, a monthly statement. Returns are filed electronically, and payment is due by the 10th day of the second month after the period ends. If your quarters follow the calendar year, the dates look like this.

Quarter ends Return and payment due
31 March 10 May
30 June 10 August
30 September 10 November
31 December 10 February

The monthly recapitulative statement, known as VIES, lists your intra-Community supplies. The rules are strict.

VIES rule Detail
Deadline 15th of the following month
How to file Electronically, through the TFA portal
Late or missing statement EUR 50 penalty
Continued failure A criminal offence, with a fine of up to EUR 850
Corrections Within one month from the end of the month reported, or a EUR 15 penalty
Common inaccuracies An invalid customer VAT number, a wrong amount, or a missing supply

Check each EU customer's VAT number before you invoice. Add all of these dates to your annual compliance calendar.

Should you register voluntarily?

Choose by who your customers are.

Register early if you sell to VAT-registered businesses and you pay VAT on real costs such as rent, equipment and services. Your customers reclaim the VAT you charge, and you reclaim the VAT you pay.

Stay out if you sell to consumers and your costs carry little VAT. Consumers cannot reclaim anything, so the 19% comes out of your margin if the market sets the price. On an illustrative EUR 119 retail price, you keep EUR 100 and pay EUR 19 to the state.

A business selling online to consumers in several EU countries has separate cross-border rules. Our notes on selling online in Cyprus are the place to start, and your accountant should confirm where VAT is due.

What if you pass a trigger without noticing?

Speak to your accountant straight away. We could not confirm the current penalty amounts on a live official page when we checked in November 2026, so we do not quote a figure here. The fine is rarely the main worry. VAT you failed to charge may still be claimed, and you cannot go back to a consumer to collect it.

Prevention is simple. Test the triggers quarterly during your first two years, and again whenever you sign a large contract or win your first EU customer.

Tax registrations can be built into your formation. Tell your lawyer and accountant what you plan to sell, and to whom, so they can set out the sequence. Our company launch service covers the website and search side.

Frequently asked questions

Do I have to register for VAT when I register a company in Cyprus?

No, the two are separate. Company registration does not create a VAT number. You register for VAT when a trigger applies, or voluntarily if you want to reclaim input VAT, and you need a tax identification number first.

What is the VAT rate in Cyprus?

The standard rate is 19%. Reduced rates of 9%, 5% and 3% apply to specific goods and services, and some supplies are zero rated. Check which rate applies to what you sell before you issue your first invoice.

How often are Cyprus VAT returns filed?

Quarterly, online. Payment is due by the 10th day of the second month after the period ends. A business can ask the Commissioner for a different filing period, and businesses making intra-Community supplies also file a monthly statement.

Can a foreign company register for VAT in Cyprus?

Yes. A non-established business with taxable activities in Cyprus must register, and no threshold applies to it. It may be able to seek an exemption from registration if it only makes zero-rated supplies, so take advice on your position.

Can I register for VAT below EUR 15,600?

Yes, voluntary registration is possible. It usually suits businesses that sell to other VAT-registered firms and pay VAT on their costs. It rarely suits businesses selling to consumers, because the VAT eats into the price they can charge.
