Cyprus Non-Dom Status Explained
Non-dom is one of the most quoted reasons to move to Cyprus, and it is often oversold. The 2026 reform reduced what it is worth on new dividends, so run the numbers before you plan around it.
Short answer
Cyprus non-dom means you are tax resident but not domiciled for Special Defence Contribution, so dividends and most interest escape that charge. On 2026 profits the saving is 5% of dividends, down from 17%. Salary is still taxed normally, a 2.65% healthcare contribution may apply, and the status generally ends after 17 of the last 20 years.
What is non-dom worth in 2026?
It saves 5% of a dividend paid from 2026 profits, against the 17% it saved on older profits. That is the headline most guides have not caught up with. Before the reform, the gap between a domiciled and a non-domiciled shareholder was wide. For new profits it is much narrower.
Here is an illustrative dividend of EUR 100,000 to a Cyprus tax-resident individual with no other income.
| Domiciled, from pre-2026 profits | Domiciled, from 2026 profits | Non-dom, any profits | |
|---|---|---|---|
| Special Defence Contribution | EUR 17,000 | EUR 5,000 | Nil |
| Healthcare contribution at 2.65% | EUR 2,650 | EUR 2,650 | EUR 2,650 |
| Paid in total | EUR 19,650 | EUR 7,650 | EUR 2,650 |
| Non-dom saves | EUR 17,000 | EUR 5,000 |
The saving is real, and it no longer justifies a house move on its own. If you are comparing Cyprus with another country, weigh the 15% corporate rate, your lifestyle and your costs together. The company-level tax comes first in any case, as our Cyprus corporate tax guide shows.
What does it cover, and what does it leave alone?
Non-dom is an exemption from one charge, Special Defence Contribution. Most other taxes run exactly as they do for anyone else.
| Income | Cyprus-domiciled resident | Non-dom resident |
|---|---|---|
| Dividends, 2026 profits onward | 5% SDC | No SDC |
| Dividends, profits to 2025 | 17% SDC, with grandfathering rules | No SDC |
| Interest | 17% SDC, or 3% on some bonds | No SDC |
| Rent | Income tax. SDC on rent ended with 2025 | Income tax. No SDC |
| Salary and business profit | Income tax bands, 0% to 35% | Same |
| Capital gains, non-Cyprus assets | Generally not taxed | Same |
| Healthcare contribution on dividends, interest and rent | 2.65% may apply | 2.65% may apply |
That last row catches people. A. Danos & Associates, writing for Legal 500, makes the point that healthcare contributions sit outside the SDC exemption and need checking separately. PwC lists 2.65% on dividends, interest, rent and other income, capped at EUR 180,000 of annual income. The cap means the most you would pay in a year on that basis is EUR 4,770.
Salary is the other common surprise. The 2026 bands apply normally, with EUR 22,000 at 0%, then 20%, 25%, 30% and 35% above EUR 72,000. There are separate exemptions for people taking first employment in Cyprus, including a 50% exemption above EUR 55,000 a year, subject to conditions. Those have nothing to do with non-dom status, so ask about them separately.
How do you get the status?
There are two steps, and the first is the one you control.
- Become Cyprus tax resident. You need the 183-day rule or the 60-day rule. A non-resident already pays no SDC, so non-dom only matters once you are resident.
- Fall outside Cyprus domicile for SDC. SDC applies only to people who are both tax resident and domiciled. Someone without a Cyprus domicile of origin is outside it until the 17-year rule below.
Law firms stress that non-dom is not automatic on becoming resident, and that residence and domicile are separate questions. PwC notes anti-abuse provisions too. Ask your adviser what evidence to hold and how your position should be recorded with the Tax Department. If you have any family or past link to Cyprus, the rules for a Cyprus domicile of origin are more detailed and need specific advice.
When does it end?
After 17 years of Cyprus tax residence in the last 20 years before the tax year. Take an illustrative founder who becomes resident in 2027 and stays continuously. Tax years 2027 to 2043 make 17 years. So 2043 is the last year covered, and 2044 is the first year as a deemed domiciled person.
A short absence does not reset the clock. The test looks at 17 out of 20 years, so leaving for three years only moves the end point. The count falls only as your earliest years of residence drop out of the 20-year window.
What about the paid extension?
The reform added a mechanism to extend non-dom treatment beyond 17 years for a payment. Andersen reports that it can be elected for up to ten years, in two five-year periods. PwC's summaries do not set out the terms, and we have not seen them confirmed against the law itself, so we do not state a price here. If you are close to year 17, this needs a current written opinion. For almost every founder arriving now, it is a question for the 2040s.
Who should plan around non-dom?
It matters most to people who will take meaningful income as dividends or interest, and who are moving for other reasons too.
It helps if you will be a Cyprus resident shareholder taking regular dividends, you hold investments that pay interest, and you intend to live here. If your income is mainly salary, it will change very little.
It does not help if you stay tax resident elsewhere, or if you plan to spend your days in another country. It does nothing for your home country's exit taxes, or for its rules on foreign companies you control. Moving first and asking later is the expensive order, so look at whether Cyprus suits your business before you weigh the tax.
If you need a right to live here first, see visas for company founders. When your plan involves a company too, a Cyprus lawyer can look at both together, and our company launch service covers the online side.

Frequently asked questions
How do I become non-dom in Cyprus?
You first become Cyprus tax resident, using the 183-day or 60-day rule. You then need to fall outside Cyprus domicile for SDC purposes, which generally means no Cyprus domicile of origin. It is not automatic, so ask your adviser how to document it.
How long does Cyprus non-dom status last?
If you have no Cyprus domicile of origin, you become domiciled for SDC purposes after 17 years of Cyprus tax residence in the 20 years before the tax year. The 2026 reform added a paid way to extend beyond that point.
Do non-doms pay tax on foreign income in Cyprus?
Non-dom only removes Special Defence Contribution. Salary, business profit and rent remain subject to income tax under the normal rules. Dividends and most interest fall outside that tax and outside SDC, although healthcare contributions may still apply.
Does non-dom status apply to capital gains?
Non-dom status does not deal with gains. PwC's summary says capital gains are generally not taxed in Cyprus for individuals, other than those relating to Cyprus property, and that is true whether you are domiciled or not.
Can a Cypriot be non-dom?
Detailed rules apply to people with a Cyprus domicile of origin, and they differ from the 17-year test. Anyone born to a Cypriot family, or who has lived in Cyprus before, should take specific advice before assuming the status applies.
