Is Cyprus a Good Place to Start a Business?

Cyprus suits some businesses very well and others poorly. The tax rate is only one part of the answer.

Short answer

Cyprus is a good place to start a business that will really operate here or serve EU clients from here. Corporate tax is 15% from 2026 and the VAT registration threshold is EUR 15,600. The domestic market is small, with about 983,000 residents in the government-controlled areas at the end of 2024, so it suits businesses that sell beyond the island or serve tourism.

What Cyprus offers

These figures are checked against the Registrar and PwC as of 1 November 2026. This page is general information, not tax or legal advice.

  • Corporate income tax is 15% from 1 January 2026. It was 12.5% until 31 December 2025.
  • Official start-up fees are small: EUR 10 per proposed name for approval and EUR 165 for incorporation. A Cyprus lawyer must prepare the documents, and their fee is extra.
  • Dividends and share gains: dividends received are generally exempt, and gains on selling shares are exempt from corporate tax, subject to conditions.
  • No withholding tax on dividends, interest or royalties paid to non-residents as a general rule, with exceptions for some jurisdictions.
  • VAT: the standard rate is 19%, and registration is required at EUR 15,600 of turnover in the preceding 12 months or expected in the next 30 days.
  • Stamp duty was abolished from 1 January 2026.
  • Losses carry forward seven years.

The cost of employing people

The tax rate is only part of the cost of running a business. Employer contributions in 2026 are 8.8% social insurance, 1.2% redundancy, 0.5% training, 2.0% social cohesion and 2.90% for the national health system, plus 8.0% for the holiday fund if the employer is not exempt. Employees pay 8.8% social insurance and 2.65% for health.

Here is an illustration at a gross salary of EUR 2,000 a month, treating every rate as applying to the full amount (your accountant will confirm the details):

Item Rate Monthly cost
Employer: social insurance, redundancy, training, social cohesion, health 8.8% + 1.2% + 0.5% + 2.0% + 2.90% = 15.4% EUR 308
Employer: holiday fund, if not exempt 8.0% EUR 160
Employer total on top of salary 23.4% EUR 468
Employee deductions: social insurance and health 8.8% + 2.65% = 11.45% EUR 229

The insurable ceiling is EUR 68,904 a year, which caps social insurance on high salaries, and health contributions have their own cap on income. Your accountant will apply the exact bases.

What you must keep doing after day one

Registration is quick, and the obligations that follow are where penalties arise. Every Cyprus company files an annual return with the Registrar for EUR 20, together with financial statements. The first return covers the period to the day after 18 months from incorporation, and each return is due within 28 days of its drafting date. A late return costs up to EUR 50 on the first day, then EUR 1 a day up to EUR 150, plus a further EUR 20. Persistent non-filing can lead to strike-off.

Add VAT returns if you register, tax returns, employer filings if you hire, and beneficial ownership reporting. None of this is hard, but it needs an owner. Our annual compliance checklist gives the calendar, and the cost of an accountant belongs in your budget from the first month.

What a small market means

Cyprus is a small domestic market: 923,381 residents in the government-controlled areas at the 2021 census, spread across Nicosia (37.9%), Limassol (28.4%), Larnaca (16.9%) and Paphos (10.9%). The European Commission's Spring 2026 forecast expects real GDP growth of 2.3% in 2026, 3.6% inflation and unemployment of 4.2%, the lowest in over a decade.

For a business selling only to residents, that means limited volume and strong competition in each town. For one that sells to EU clients, tourists or international residents, the island is a base and not a ceiling.

The digital side most guides skip

Wherever you incorporate, your customers will look you up online. Registering a company draws about 4,400 Google searches a month in Cyprus, around seven times the 590 for web design, so many founders solve the legal step before they think about being found (our October 2026 data, rounded). Banks, suppliers and customers who look up a company and find nothing treat it as a shell.

After you register, plan a domain (a .cy domain costs EUR 20 for the first year), professional email, a website and a Google profile. Our digital launch checklist sets out the order, and web design in Limassol and Google Maps for Cyprus businesses cover the first two steps.

Three checks before you commit

  1. Real activity. Can you show where the work is done, by whom, from which address? Banks and tax authorities ask.
  2. Bank account. Talk to a bank, or someone who deals with banks, before you finalize the structure.
  3. Home-country rules. If you live elsewhere, take advice in both countries.

Our full process is in how to register a company in Cyprus. When you are ready to start, a Cyprus lawyer forms the company, and our company launch service covers the online side.

This guide is general information, not legal or tax advice. Rules change, so confirm your own position with a qualified adviser before you act.
