Fintech Marketing: The Complete Guide

A working guide for founders and marketing leads at brokers, prop firms, crypto firms and payment companies, built around what regulators and ad platforms actually allow.

Short answer

Fintech marketing is growth work done under a rulebook. Map your licence, product and target countries first, then pick the channels that rule set permits. For EU retail CFD brokers, Meta lists the product as prohibited and Google requires certification, so organic search usually carries the load. Every claim needs recorded sign-off before it goes live.

Which rulebook applies to your company?

Your rulebook sets your marketing plan, so start there. A payments app, a CFD broker and a prop firm can share a designer and still face very different limits on what they may say. We checked this table on 1 November 2026.

Business Main rules Who is watching What it changes for marketing
EU retail CFD and forex broker MiFID II, national CFD measures Home regulator, with host country measures on top Prescribed warning with your own loss percentage, no trading incentives
UK CFD provider FCA rules in COBS 22.5, Consumer Duty FCA Prescribed warning, margin limits, no inducements
EU crypto service provider MiCA National regulator, ESMA register Only MiCA-authorised providers, or financial entities that have notified under Article 60, may serve or solicit EU clients since 1 July 2026
UK crypto firm Section 21 of FSMA, FCA promotion rules FCA Limited lawful routes for a promotion. Full regime starts 25 October 2027
Retail prop firm No dedicated EU or UK rule that we could find Unsettled. Belgian and Italian regulators have issued warnings General advertising and consumer law, plus a live risk of being treated as a regulated activity
Payments, e-money, lending Sector rules by country Financial regulator and consumer authorities In the UK, the FCA points to chapters such as CONC and BCOBS
B2B fintech infrastructure Mostly general advertising and data law Depends on the product Lighter rules, longer sales cycles

The B2B row is lighter only while your content stays aimed at firms. If a page can reach consumers and describes a regulated product, read the rules for that product. Also bear in mind that this table is a map, and your lawyer owns the territory.

What can you advertise, and on which platform?

Paid access is narrower than most founders expect. Each product below has a different answer on each platform, and these policies move. Google published crypto updates in February, July and August 2026 alone. We read these pages in November 2026.

Product Google Ads Meta
CFDs, spread betting, rolling spot forex Select locations only, licensed provider or aggregator, certification needed Listed as prohibited
Binary options Banned Listed as prohibited
Crypto exchanges and software wallets Certification. EEA needs MiCA authorisation, UK needs FCA registration Prior written permission and a recognised licence
ICOs and DeFi trading protocols Prohibited ICOs listed as prohibited
Crypto trading signals and broker review affiliates Prohibited Check the current policy
Personal loans Repayment of 61 days or longer, with disclosures on the destination page Verification where required

Treat these as hard limits. If a platform refuses your product, move the budget to a channel that accepts it. Hiding a product behind a neutral landing page is policy evasion, and it can also turn the ad into a misleading promotion, which is a far worse problem than a rejected campaign.

Where does organic search fit?

Organic search usually becomes the main channel for regulated finance brands, because it stays available when paid access is restricted. It is also where a sceptical buyer goes to check you out.

Demand in this niche is small, so judge it correctly. In our October 2026 DataForSEO pull of Google monthly searches, "fintech marketing" had about 170, "how to start a prop firm" about 110, "white label forex broker" about 110, "crm for forex brokers" about 70 and "forex broker marketing plan" about 10. Those are tiny numbers. One customer can be worth a great deal, though, so a page like this earns its keep as sales material as much as traffic.

AI answers now sit on top of much of that demand. Google AI Overviews appeared on all 33 results pages in our October 2026 sample. That sample was small and chosen around our own topics, so it shows direction and not a market-wide rate. Our fintech SEO strategy and AI search optimization guide cover the practical side. If you want help with both, that is what our fintech and forex SEO service is for.

Build the funnel around your approval process

Your approval route decides how fast you can publish, so design it before the campaign. ESMA and national regulators reviewed MiFID II marketing in 2023 and reported in May 2024. Firms generally complied, but ESMA named these gaps:

  • Marketing was not always clearly identifiable as marketing.
  • Risks and benefits were not always balanced.
  • "Zero cost" offers did not always mention additional fees.
  • Approval and review were weak, especially for third-party material.
  • Records were incomplete, including social media posts.
  • Control functions and senior management were not involved enough.

Turn that list into a process any team can run.

  1. Keep a claims register. Every factual claim has a source, a date and an owner.
  2. Tier each asset by risk. An explainer needs less review than a pricing page.
  3. Name one approver per tier. Shared responsibility tends to mean no responsibility.
  4. Archive the final version. Store the asset, date, channel and approver.
  5. Send third parties through the same route. Agencies and affiliates get no shortcut.
  6. Set a review date. Old pages keep making claims after the facts have moved.

The third-party point matters more than most teams realise. CySEC's circular C217 from 2017 describes affiliates broadly enough to include third parties that raise a firm's online profile through search engine optimization, however the firm labels them. If you are a Cyprus firm, your SEO agency may belong inside your oversight framework. Our guide to MiFID II marketing communications sets out the detailed content rules.

Which channels should a regulated firm fund first?

Fund channels in this order unless your product or market gives you a clear reason not to.

Priority Channel Best for Main risk Verdict
1 Search and owned content Buyers checking you out Slow start, YMYL trust bar Core channel for most firms
2 AI answers Being named accurately Errors about licences or entities Comes with good content, needs monitoring
3 Email and CRM Existing contacts Consent rules, incentive bans Cheap, but keep it factual
4 PR and expert commentary Credibility Paid placements passed off as editorial Strong if you have real data
5 Paid search and social Capturing live demand Policy rejection, promotion rules Only where both platform and regulator allow it
6 Affiliates and influencers Reach Your liability for their content Last, and only with controls in place

Affiliates sit last because the downside is personal and criminal in some cases. In February 2026 the FCA announced that seven influencers, with a combined Instagram following of 4.5 million, had been sentenced for issuing unauthorised promotions of a forex trading scheme. Read how to build a forex affiliate program before you sign anyone.

B2B firms should reorder this list. If you sell to banks, brokers or merchants, partnerships and documentation usually move ahead of search, because your buyers are few and already known. Security pages, integration guides and named references often do more selling than any campaign. Paid social can reach specific job titles, as long as the product is not a restricted category on that platform.

How much should you spend?

Work back from lifetime margin. We do not quote industry averages here because we have not found one with a method we trust, and an average would tell you little about your own unit economics.

An illustrative example for a B2B payments firm:

Step Figure
Gross margin per merchant, per year EUR 3,000
Average merchant lifetime 3 years
Lifetime margin EUR 9,000
Target ratio of margin to acquisition cost 3 to 1
Maximum cost per new merchant EUR 3,000
Close rate from qualified demo 1 in 5
Maximum cost per qualified demo EUR 600

Now you have a ceiling for content, ads and sales time per demo. Add compliance time to the sum too, since a page that needs ten hours of review costs far more than its writing fee suggests. Replace every number with your own. Sempor's own fees are not public, and we quote in writing once we know the scope.

Who owns what inside the company?

Unclear ownership causes delays, and a short table usually fixes it.

Task Marketing Compliance Legal Agency
Market and channel plan Owns Reviews Consulted Supports
Claims register Maintains Approves Consulted Feeds
Risk wording Places it Owns Consulted Follows it
Final sign-off Requests Owns Escalation Never
Record keeping Supports Owns Consulted Supplies files
Affiliate oversight Runs it day to day Owns Contracts Reports

Why Cyprus firms need a sharper process

Cyprus has more passporting firms than any other member state, which keeps their marketing in view. ESMA reported on 14 October 2026 that about 15.5 million clients received services from firms in another member state in 2025, with retail clients up 47% on 2024, and that Cyprus accounted for 20% of passporting firms, the largest share.

CySEC's 2025 priorities named strengthened monitoring of marketing communications and onboarding for cross-border activity, plus thematic work on AI and financial influencers. Its CFD measures also change with the client's country of residence, as Policy Statement PS-04-2019 explains. Circular C785 of June 2026 shows how that works in practice: Spain's CNMV treats spot quoted futures as CFDs, and CySEC urged firms selling them there to follow that view.

So a Cyprus firm should plan country by country. A single "EU" campaign does not exist in practice. If you are still choosing a base, our guide on setting up a forex company in Cyprus covers the company side.

What is changing, and when?

These dates should sit in your 2027 plan. We checked them on 1 November 2026.

Date Change What to do
1 July 2026 (passed) MiCA transitional periods ended across the EU Confirm your entity appears in ESMA's register before marketing
By about 8 January 2027 ESMA expects remaining exposure to non-compliant stablecoins to be remediated, three months after its 8 October opinion Remove those services from pages and campaigns
By January 2027 Retail Investment Strategy due in the Official Journal, on the Commission's estimate Budget for new third-party marketing controls
25 October 2027 UK crypto regime starts Check your promotion route if you serve UK consumers
About July 2029 Retail Investment Strategy rules apply, on the Commission's estimate Expect written agreements with third parties and marketing records kept at least five years

ESMA also told the Commission on 30 September 2026 that it wants stricter rules for crypto marketing by influencers and third parties. That is a proposal, and it points the same way as everything else on this page.

Your next step

Write one page listing each market, the entity that serves it, the permission it holds and the warning it must carry. If you cannot fill in a row, stop marketing in that market until you can.

Frequently asked questions

What does a fintech marketing agency actually do?

It plans and runs search, content, PR and paid campaigns for financial products, then routes the output through your compliance sign-off. A good one treats your approver as part of the team and keeps records you can show a regulator.

Is fintech marketing different from ordinary B2B or consumer marketing?

The tactics look similar, but the constraints differ. Claims can need evidence and approval, some products cannot be advertised on some platforms, and third parties who promote you can become your responsibility. Plan those limits in from the start.

Can a fintech company advertise on Google and Meta?

Often yes, with conditions. The answer depends on product and country. CFDs and forex need Google certification, crypto exchanges need certification plus local authorisation, and Meta lists CFD trading among prohibited products. Check the live policy before you brief any campaign.

Do these rules apply to a startup with no customers yet?

Yes. Rules attach to the promotion and the product, and company size offers little protection. An unlicensed startup also has to be careful about promoting a regulated service before it holds the permission to provide it.

What are the best fintech marketing strategies for a small team?

Fund two channels for a full year, keep one approval route and publish fewer, better pages. For most small regulated teams that means search-led content plus one partnership or PR channel. Add paid media only where the platform and regulator both permit it.
