How to Market a Forex Broker

For owners and marketing heads of licensed brokers. A one-page plan per market, with the limits on retail CFD marketing built in from the start.

Short answer

A forex broker marketing plan is a market-by-market document: which licence covers you, which risk warning applies, which channels you may use and who signs off. For retail CFDs in the EU, plan with no trading bonuses, publish your own loss percentage, refresh it every 3 months, and treat Meta ads as closed.

What goes in a forex broker marketing plan?

Write one page per market, because almost everything that matters changes at the border. A plan that says "Europe, EUR 50,000, Google and affiliates" is a budget, and it will not survive a compliance review. Use these fields instead.

Field What to write Illustrative entry
Entity and licence Who serves this market, and under what permission Cyprus CIF, passported to Germany
Client type Retail, professional or both Retail and elective professional
Target market and exclusions Who the product suits, and who it does not Experienced clients only
Language Consistent across ads, site and documents German throughout
Risk wording The exact warning for this medium Webpage format, current percentage
Product limits Margin and product restrictions in this country Host measures apply
Allowed channels Checked against platform policy Search, email, certified Google
Approver One named person Head of Compliance
Stop condition What pauses marketing here Rule change or complaint spike

Complete this for your top three markets before you discuss creative. The sheet doubles as the document a board member or supervisor would want to see.

Plan around five limits on retail CFD marketing

Five limits shape every retail campaign under the EU-style measures. CySEC's rules follow ESMA's 2018 package, and the FCA has its own permanent version, so check each country.

Limit What the rule does What marketing has to do
Prescribed warning Provider-specific loss percentage, in the same language, at least the predominant font size Build it into every template
Quarterly refresh Recalculated every 3 months over the prior 12 months Store the figure in one place and push updates everywhere
No incentives No payment or excluded non-monetary benefit tied to marketing, distribution or sale Remove bonuses, gifts and deposit rewards
Margin limits Retail limits run from 30:1 on major pairs to 2:1 on crypto Never headline a higher figure to retail audiences
Product scope New products can count as CFDs Check before launching perpetuals or similar

Two details are worth knowing. CySEC said in PS-04-2019 that tiered fees or spreads built into the cost structure fall outside the incentive ban, because clients receive no retrospective rebate. And ESMA reminded firms in February 2026 that perpetual-style products are likely to fall within CFD measures where they meet the definition. CySEC's circular C785 of June 2026 adds that Spain's CNMV treats spot quoted futures as CFDs, and urges firms selling such products there to follow that view.

Worked example: your loss percentage

The percentage is a data job, so give it an owner. This example is illustrative.

Step Figure
Retail accounts in the 12-month window 12,000
Removed: no open CFD in the period 4,000
Accounts counted 8,000
Counted accounts with negative net result after all costs 5,760
Loss percentage 72%

Under the wording in PS-04-2019, realised and unrealised net profit both count, costs such as fees and commissions count, and deposits and withdrawals do not. The result is the figure in your warning: "72% of retail investor accounts lose money when trading CFDs with this provider."

The marketing failure here is usually mechanical. Someone updates the homepage and forgets the affiliate banners, the app store text and the email footer. Keep the number in a single source that every template reads from, and record each change. A forex CRM that handles this data can feed that source directly.

A new provider with no 12-month data uses a standard warning instead. In CySEC's version the percentage gives way to a statement that the vast majority of retail client accounts lose money.

Which channels work for a broker?

Choose channels by what the platform allows and how much control you keep. We checked these policies in November 2026.

Channel Status Our view
Organic search Open The core channel. Slow, and worth it
AI answers Open Check that assistants describe the right entity
Google Ads Select locations, licence and certification required Useful for brand and high-intent terms where eligible
Meta CFD trading listed as prohibited Treat as closed. Do not disguise the product
Email to existing contacts Open, with consent Keep it factual, with no pressure to trade
Affiliates and introducers Open, high risk Only with pre-approval and monitoring
Expert PR Open Good for trust, weak for direct response

Measure client quality, and report it upward

Sign-ups alone are a poor target for a broker. ESMA's February 2026 statement stressed a narrow target market with an aligned distribution strategy, appropriateness assessments for non-advised services and conflict management. Your dashboard should show whether marketing supports those aims.

  • Share of applicants inside the defined target market.
  • Share failing appropriateness, by channel and by affiliate.
  • Complaints per 1,000 new accounts, by source.
  • Cost per approved account, instead of cost per registration.
  • Age of the loss percentage on live assets.

If one affiliate sends many applicants who fail appropriateness, cut that affiliate even if its volume looks good. High volume of the wrong people is a warning sign to you and to a supervisor.

Mistakes we see in published broker plans

These come from reading the marketing advice in this niche, much of it written for traders or by vendors.

  • One global landing page. Warnings, entity and product limits vary by client country.
  • Reusing a UK asset in the EU, or the reverse. The rulebooks look alike and differ in detail.
  • Calling a rebate a loyalty scheme. The label does not decide whether it is a benefit.
  • Starting influencers before controls exist. Sign nobody until pre-approval works.
  • Using an offshore entity to market into restricted markets. Do not do this. A corporate structure does not change the rules of the country you are marketing into.

Your first 30 days

Fill in the plan sheet for three markets. Ask compliance to mark every field they disagree with. Move the loss percentage into a single source. Then audit live pages against the CySEC marketing rules or your own regulator's equivalent, and fix what you find before you add any new spend.

This guide is general information, not legal or compliance advice. Check your own obligations with your compliance officer or a qualified adviser before you publish.

Frequently asked questions

What should a forex marketing plan include?

One sheet per country: legal entity, permission, client type, language, risk wording, product limits, allowed channels, named approver and the condition that would make you stop. Add budget and targets only after those fields are complete.

Can forex brokers run Google Ads?

In some countries. Google allows rolling spot forex and CFD ads only in select locations, for licensed providers or aggregators, with certification. Trading signal destinations are disapproved. Confirm the requirements for each country on Google's live policy pages before you plan spend.

Can a broker offer a welcome bonus to retail clients?

Not for retail CFDs under the EU-style measures. Providers may not give a monetary or excluded non-monetary benefit linked to marketing, distribution or sale. Information and research tools are the stated exception. Ask compliance before any promotion that resembles a reward.

What should a new broker do without 12 months of client data?

It cannot calculate a provider-specific figure, so the standard wording applies. In Cyprus, CySEC replaced the percentage with a statement that the vast majority of retail client accounts lose money. Confirm the exact text for each country you serve.
