How to Start a Forex Brokerage
The three realistic routes for operators, the costs that are public, and the ones nobody can quote until your business model is on paper.
Short answer
To start a forex brokerage, choose a route first: your own licence, a white label under a licensed partner, or an introducer role. In Cyprus, a CIF licence needs initial capital of EUR 75,000 to EUR 750,000, usually EUR 150,000 or more for a broker, a EUR 7,000 CySEC application fee, and about 9 to 14 months.
Pick your route before anything else
The route decides your capital, your staff and your timeline, so settle it first. Most people searching this topic are really choosing between three things.
| Route | What you are | Control | Starting burden | Choose it if |
|---|---|---|---|---|
| Own licence | A regulated investment firm | Full | Highest: capital, directors, compliance staff, long approval | You have funding, a real business plan and a multi-year view |
| White label | A brand on a licensed partner's rails | Limited, set by contract | Medium: partner fees, marketing, tech | You want to test demand before committing to a licence |
| Introducer or tied agent | A distributor for one or more firms | Low | Lowest, with limits on what you may do | You own an audience and do not want to run a broker |
Our guide to white label forex brokers goes through the middle option in detail, including who carries which duty.
One option does not appear above on purpose. Some advisers pitch a cheap offshore licence as a shortcut into Europe. An offshore licence does not give you the right to market to EU or UK clients. ESMA has also said supervisors should carefully scrutinise business models built on tied agents with close links to third-country entities, because such schemes may be used to access EU markets without the relevant MiFID authorisation. Plan on the assumption that structures like that get noticed.
What does a Cyprus licence require?
A Cyprus Investment Firm, or CIF, is authorised by CySEC under Law 87(I)/2017. Capital depends on what you do, and it comes from the EU investment firm rules. These tiers are from CySEC's own practical guide.
| Activity | Initial capital |
|---|---|
| Reception and transmission, execution, portfolio management or advice, with no client money or securities held | EUR 75,000 |
| Other investment firms, for example those holding client money | EUR 150,000 |
| Dealing on own account or underwriting on a firm commitment basis | EUR 750,000 |
| Operating an organised trading facility that deals on own account, or is permitted to | EUR 750,000 |
A broker that acts as market maker is dealing on own account, so it sits in the top tier. An agency model holding client money usually sits in the middle one. Initial capital is also a floor: your ongoing requirement can rise with fixed overheads and activity, so your finance lead should model it early.
Staffing is where budgets slip. Zeno, a law firm writing in August 2026, says CySEC expects at least two executive and two non-executive directors, with a majority resident in Cyprus, plus independent compliance, risk management and internal audit functions. Christos Paraskevas LLC stresses at least two resident directors committed full-time, and warns that passive directorships can cause rejection or delay. Confirm the current expectation with your own lawyer.
On timing, Zeno describes a six-month statutory decision period that only runs on a complete file, and a realistic end-to-end timeline of about 9 to 14 months.
How much does it cost to start a forex brokerage?
Nobody can give you a real total without seeing your model. What we can give you is the public part. These figures come from CySEC's consolidated fee directive, which is published in Greek, and the Registrar of Companies. We read them on 1 November 2026.
| Item | Amount | Frequency |
|---|---|---|
| Company name approval | EUR 10 | Once |
| Company incorporation | EUR 165 | Once |
| CySEC application, services 1 to 7 | EUR 7,000 | Once |
| Each ancillary service | EUR 500 | Once |
| Algorithmic trading add-on | EUR 2,000 | Once |
| Tied agent registration | EUR 3,000 | Per application |
| Annual fee, EUR 75,000 tier | EUR 6,500 | Yearly |
| Annual fee, EUR 150,000 tier | EUR 8,000 | Yearly |
| Annual fee, EUR 750,000 tier | EUR 10,000 | Yearly |
| Annual add-on for CFD services | EUR 3,000 | Yearly |
| Annual add-on for algorithmic trading | EUR 2,000 | Yearly |
| Turnover element above EUR 500,000 | Sliding percentage | Yearly, total capped at EUR 150,000 |
Some law firm summaries list the EUR 3,000 CFD amount as an application fee. It is not: the directive places it in the annual fee schedule, so budget it every year. Ask your lawyer to confirm the exact amount for your services.
An illustrative start-up sum for an agency model holding client money, with two ancillary services:
| Line | EUR |
|---|---|
| Company fees | 175 |
| CySEC application | 7,000 |
| Two ancillary services | 1,000 |
| Initial capital | 150,000 |
| Published items only | 158,175 |
The same firm dealing on own account would need EUR 750,000 of capital, which brings the published items to EUR 758,175. Neither figure includes the largest ongoing costs: legal and application work, directors and control staff, office, audit, trading platform, liquidity arrangements, payment providers and marketing. Those are priced by each supplier, so get them in writing. Capital is also yours to keep in the business, which makes it a different kind of cost from a fee.
The steps, in order
- Write the business plan. Products, client types, countries, revenue model, three-year forecast.
- Take regulatory advice. Confirm the licence scope and the tier you fall into.
- Line up people. Directors, compliance, risk, internal audit and AML roles. Vetting covers them and qualifying shareholders.
- Form the company. See how to register a company in Cyprus.
- Build the application. Policies, manuals, organisation chart, source of funds.
- Answer CySEC's questions. The clock pauses while you respond, so staff this properly.
- Prepare operations. Platform, liquidity, client money arrangements, investor compensation membership, reporting.
- Passport carefully. Notify the countries you plan to serve, then check each one's product measures.

When not to start one
A licensed brokerage is a bad idea if your edge is only marketing, if you cannot fund at least several quiet quarters, or if your plan depends on clients in countries where you cannot legally market. In those cases an introducer role or a partner brand is the more honest route.
Starting a prop firm is a separate question with a different risk profile. If that is your real interest, read how to start a prop firm.
Plan marketing before you launch
You cannot promote regulated services before you hold the permission, but you can prepare. Draft your market sheets, your claims register and your site structure during the application, using the CySEC marketing rules as your reference.
Search takes time, so a site built properly on day one gives you a head start. When you reach that stage, our fintech and forex SEO service can help. Your first action today is simpler: write down which of the three routes you are on, and why.

Frequently asked questions
How much does it cost to start a forex brokerage?
No honest single figure exists. In Cyprus the published items alone start at about EUR 158,175 for a firm holding client money, most of it capital. Legal work, staff, technology and liquidity sit on top, and each needs a written quote.
How do you start a forex brokerage firm with little capital?
An introducer or white label role needs less capital, but you give up control and may still need authorisation depending on what you do. A low budget changes your route. It never removes the need for permission to provide a regulated service.
Does a Cyprus company give me the right to offer forex?
No. A company is only a legal shell. Offering investment services needs a CIF licence from CySEC or another authorisation. Company registration is a small early step in a much longer process.
How do you start a forex prop firm instead of a brokerage?
A prop firm usually sells evaluations and does not take client deposits for trading, so the structure differs, and its legal position is unsettled. Read our guide to starting a prop firm and take specific legal advice before you begin.
